Services and scope
VPN31 provides cross-border network acceleration by subscription. Once you register an account and activate a subscription, you can connect to international routes through the client on Windows / macOS / iOS / Android / Linux to reach international websites and overseas services. Coverage spans 100+ countries and 230+ routes, organized into three categories — IEPL dedicated lines, relay, and direct — and routes differ in latency and stability; the client labels each route type so you can pick the one that fits.
The service is sold as a subscription: monthly plans are billed monthly and data resets each month on the activation date; data packs are pay-as-you-go, last until used up, and never expire. These terms cover the subscriptions, clients, and related support that VPN31 provides.
The service makes no availability commitment for any specific third-party website or app; third-party services' own regional policies and operating status are outside the service's control.
Account and subscription rules
No email address is needed to register — a username and password are enough. Accounts are for the registered user only; subscriptions are not limited by device count, so you can stay signed in on several devices you use yourself. Keep your username and password safe, and you are responsible for activity carried out under your account.
Reselling, renting, or lending accounts is prohibited, and subscription links, configuration details, or client credentials must not be posted publicly on forums, chat groups, or marketplaces, or distributed to third parties in any form. Automated scripts for bulk registration or bulk trials, and any attempt to get around billing or rate limits, are also prohibited.
If you upgrade mid-term, the price difference is prorated by the remaining days, and data already used is not settled separately. Data packs can be purchased again once used up; unused data stays on your account and remains valid until it is used.
Acceptable use requirements
You must comply with the laws and regulations of your location and of where you use the service, and you are responsible for how you use it. The service is intended only for lawful cross-border access and network acceleration, and must not be used to infringe intellectual property or privacy, access other people's systems or data without authorization, launch network attacks or distribute malware, send spam, commit fraud, or engage in other illegal activity.
You may not reverse engineer the service, or test it in ways that disrupt other users' normal use. When the service receives compliance complaints from rights holders or regulators, it reviews the accounts involved and takes appropriate action.
Billing and refunds
Monthly subscriptions come in three tiers: ¥9.9/month with 60GB, ¥18/month with 250GB, and ¥28/month with 500GB; data packs come in three tiers: ¥158/300GB, ¥358/1000GB, and ¥658/3000GB, valid until used up with no expiry. Alipay, WeChat, and USDT are accepted, and the prices shown on the pricing page are authoritative.
You can request a full refund, no questions asked, within 14 days of your first payment. Submit the request through the ticket section of the user panel and include your account and order details; refunds go back through the original payment method, and how soon the money arrives depends on the payment provider's processing times. The no-questions-asked refund applies to the first payment.
Service availability and liability
The service maintains routes and nodes continuously and keeps downtime as short as possible, but it does not guarantee uninterrupted service at all times or in all regions. Outages caused by route maintenance, upstream network changes, equipment failure, or events beyond reasonable control are announced in the user panel.
The service keeps no logs and does not retain what users access. It is not liable for unavailability caused by your own device, your local network environment, or changes in third-party services. To the extent permitted by law, liability is limited to the amount you actually paid for the subscription in question.
Account termination and changes to these terms
The service may suspend or terminate an account in the following cases: breach of the acceptable use requirements; reselling, sharing, or otherwise abusing a subscription; unpaid fees or use of irregular payment methods; or a legal or regulatory requirement to stop providing service. Terminations caused by violations are not covered by the no-questions-asked refund.
You can stop using the service at any time. Monthly subscriptions are not charged again after they expire, and unused data packs remain valid until used up.
These terms may be updated as the service changes; the revised version is published on this page with its update date, and material changes to fees or refunds are announced in the user panel in advance. Continuing to use the service after a change takes effect means you accept the updated terms.
If you have questions about these terms, submit them through the ticket section of the user panel, and the service will reply during business hours.
